中新网评 ：处理核污水绝不是日本自家私事******
中新网北京1月19日电(蒋鲤)日本政府近日称 ，将于2023年春夏期间开始向海洋排放经过处理 的福岛第一核电站核污水。日本罔顾国内民众及周边国家的屡屡反对，企图将核污水“一倒了之”，把一件关乎全球海洋生态环境和公众健康的事当成了自家私事 。
资料图：日本福岛第一核电站 。2011年 ，福岛核电站事故发生后，大量放射性物质泄漏到大气层和太平洋 ，对周围环境造成了难以逆转 的伤害，数十万人被迫撤离该地区 。时至今日，作为日本邻国之一的韩国仍未解除福岛海鲜禁令 。
日本以核污水存储能力即将达到上限为由，在2021年4月13日，正式决定将福岛第一核电站核污水排入太平洋。过去一年多 ，日本政府和东京电力公司一直在持续推进核污水排海计划。
日本政府辩称，这些核污水经多核素处理系统(ALPS)处理后很安全，甚至“可以喝”，这样 的表态无疑在愚弄大众。
事实上，经过处理 的核污水仍含有多种放射性物质 ，核污水一旦排放入海就无法回收 ，长期来看 ，将会给海洋生态带来难以估量 的潜在威胁 ，最终危害人类健康 。
因此，核污水排海计划推出后 ，遭到日本民众强烈反对。日本《朝日新闻》2022年3月公布 的问卷调查显示，福岛县 、宫城县和岩手县受访 的42个市町村长中，约六成反对东京电力公司福岛第一核电站核污水排放入海 。日本全国渔业协会联合会也多次申明立场，反对该计划 。
日本政府认为 ，核污水排海是最便宜 、最省事的解决方案，但此举却将周边国家乃至全世界置于核污染风险中。太平洋非日本一家之海 ，核污水会随着洋流流动，其影响势必会跨越国界，危害周边国家乃至整个国际社会 的公共福祉和利益 。
《韩国经济新闻》发文称 ，相关研究认为 ，福岛核污水如果排放入海 ，约7个月后将到达济州等韩国海域，该国水产业和旅游业将遭受相当大 的损失。
德国南极海洋机构也曾发出警告 ，若日本将所有核污水排入海中 ，不到半年，整个太平洋都将面临高度辐射威胁 ，包括远在大洋另一端的美国。太平洋地区人民更是对日本该计划持反对意见。
日本作为《联合国海洋法公约》缔约国 ，有义务保护海洋环境 。然而 ，在核污水排海方案的正当性 、核污水数据 的可靠性 、净化装置 的有效性、环境影响的不确定性等问题上 ，日本未能作出科学 、可信的说明 。
国际原子能机构技术工作组虽已三次赴日实地考察评估，但尚未就日排海方案的安全性给出结论，并且对日本提出诸多澄清要求和整改意见 。在此情况下 ，日本仍执意推进核污水排海工程建设 ，这 是极不负责任 的行为。
太平洋不是日本的下水道，日本必须正视各方合理关切 ，在与周边国家等相关利益方和国际原子能机构充分协商后，制定合理的核污水处理方案。日本也要着眼长远 ，若只顾眼前 ，执意将核污水排放入海，不仅其自身，周边国家乃至全世界都将为之买单 ，其后果必将会危害数代人。
Fukushima water disposal by no means Japan’s own business

(ECNS) -- Japan has announced it will release treated wastewater from the wrecked Fukushima Daiichi Nuclear Power Plant into the Pacific Ocean this year.
Although Fukushima wastewater disposal affects global marine ecological environment protection and public health, Japan has turned a deaf ear to domestic and international opposition to dumping the contaminated water into the sea, treating the "global" matter as its own business.
The Fukushima accident in 2011 had sent large quantities of radiation into the atmosphere and the Pacific Ocean, causing irreversible damage to the surrounding environment, and hundreds of thousands of people were forced to evacuate the area. South Korea still maintains its import ban on Japanese seafood from areas affected by the Fukushima nuclear disaster.
On April 13, 2021, Japan announced it had decided to discharge contaminated radioactive wastewater in Fukushima Prefecture into the sea due to dwindling storage space, with the Japanese government and plant operator Tokyo Electric Power Company Holdings Inc. promoting the release plan over the past year.
The Japanese government argues that the water treated by an advanced liquid processing system, or ALPS, is safe and drinkable, which is undoubtedly fooling the public.
In fact, the treated wastewater still includes a variety of radioactive substances and can’t be recycled once discharged into the sea, which will pose a great threat to marine ecology and ultimately endanger human health in the long run.
Therefore, the discharge plan has been strongly opposed in Japan. According to a questionnaire conducted by The Asahi Shimbun, nearly 60 percent of mayors of 42 municipalities in Iwate, Miyagi and Fukushima prefectures oppose the discharge plan. The National Fisheries Cooperative Federation of Japan has also repeatedly stated its opposition in public.
The Japanese government believes that dumping Fukushima wastewater into the sea is the cheapest and most convenient solution, but neighboring countries and even the whole world will be at risk of nuclear pollution.
The Pacific Ocean doesn’t belong to Japan and the wastewater flow along oceanic currents will surely break boundaries and endanger public welfare and the interests of neighboring countries and even the international community.
The Korea Economic Daily reported that related research concluded that if contaminated water from Fukushima is released into the ocean, it would only take seven months for the contaminated water to reach the shores of Jeju Island, with the country's aquaculture and tourism suffering considerable losses.
According to the calculation of a German marine scientific research institute, radioactive materials will spread to most of the Pacific Ocean within half a year from the date of discharge, and the U.S. and Canada will be affected by nuclear pollution. People in the Pacific region also oppose the discharge plan.
As a participant of the United Nations Convention on the Law of the Sea, Japan has the obligation of protecting the marine environment.
However, it hasn’t offered a full and convincing explanation on issues like the legitimacy of the discharge plan, the reliability of data on the nuclear-contaminated water, the efficacy of the treatment system or the uncertainty of environmental impact.
Though the IAEA has yet to complete a comprehensive review after three investigations in Japan, the Japanese side has been pushing through the approval process for its discharge plan and even started building facilities for the discharge. It is rather irresponsible for Japan to act against public opinion at home and concerns abroad.
The Pacific Ocean is not a private Japanese sewer. The country must seriously heed the voices of the international community and make a reasonable plan for the Fukushima wastewater disposal after full consultation with stakeholders and international agencies.
If it only seeks instant interest and insists on discharging the contaminated water into the sea, not only itself, but also its neighboring countries and the entire world will pay for the decision and several generations will be forced to bear the consequence.
二十大代表风采｜李闯 ：从“倒数第一”到“特战之王”的逆袭****** 中新网北京10月14日电 题 ：李闯：从“倒数第一”到“特战之王”的逆袭 记者 李纯 武警河北总队某部大队长李闯的个人经历很像电视剧《士兵突击》里的许三多，他新兵下连时5公里跑倒数第一，14年后却带队在国际特种兵比武中获得总冠军 。如何有此转变？用他自己 的话说就是：“从穿上军装那一刻起，我就抱定一个信念 ：认真做好每一件事，量 的积累必会有质 的飞跃。”  李闯进行专业学习 。 江腾 摄曾经 的倒数第一 刚分到特勤中队时，李闯不仅身体瘦弱 ，身体素质也是最差的那个。时隔多年，他依然记得那个下午 ，那次来队之后第一个5公里长跑测试，虽然拼尽了全力，但他还是落在队伍后面，跑了倒数第一 。 从那时起，训练场上就多了一个“疯子”。练体能 ，他穿着沙背心长跑10公里 ，后背磨出了血；练攀登 、索降，手臂 、迎面骨划伤10余处 ，他依然坚持完成所有课目 ；练射击 ，为提高射击的速度和精度 ，他每天坚持闭目出枪1000次以上 ，挂水壶据枪两个小时。一年的艰苦超压训练 ，李闯脱颖而出，成了班里首屈一指 的特战尖兵。 入伍19年 ，“苦练制胜本领，争做特战标兵”始终 是李闯激励自己的目标 。除完成规定训练任务外，他另外给自己制定了加训内容 ：早上提前起床，小腿绑上6公斤的沙袋做100个收腹跳 ，5组100米往返跑、100米蛙跳，然后再随中队出操 ；上午与中队一起训练 ，利用训练间隙进行器械训练 ；晚上做100个俯卧撑 ，100个单杠拉臂 ，100个收腹，100个双杠撑臂 。  李闯进行理论研讨。 江腾 摄多年的努力和付出造就了李闯过硬 的军事素质。多年来，他摸索特种作战规律，认真研读《手枪特种射击》《野外生存法则》等书籍 ，总结的“快速调整呼吸”“手枪快速换弹夹”“运动中击发训练法”等一系列特种训练方法被官兵广泛运用 。不仅如此 ，熟练掌握攀登越障 、擒拿格斗 、多能射击 、近身搏击等10余项特战技能 的李闯，“打造出了一群无所畏惧的‘钢铁硬汉’，锻造出了一批‘格斗专家’‘突击精英’‘狙击能手’‘行动专家’等身怀绝技的特战尖兵” 。 “我们 的成绩和荣誉都是队长带我们一路闯出来的 。”平时，队员们称李闯为“闯队” 。正 是凭借一股不服输的闯劲，这位曾经的倒数第一已成长为“特战尖兵”中 的“标兵”。  李闯组织射击教学 。 江腾 摄“特战之王”决胜国际赛场 2015年9月21日 ，李闯带领5名特战队员代表武警河北总队参加武警部队第二届特勤分队比武 。这次比赛 ，他们从33个分队中脱颖而出，取得团体总分第一 、狙击专业第一、侦察专业第二名 的成绩，团队被誉为“特战之王”。 2016年 ，“巅峰”特勤分队尖子比武竞赛 的号角吹响，李闯再次带队参赛 。此次比武科目以最大限度贴近实战的原则设置 ，旨在检验特战队员遂行实战任务的能力 。5天4夜持续作战 ，李闯与队友们取得团体总分第二名，斩获总队组第一名，续写了“特战之王”的辉煌。同时获得了参加“勇士竞赛”国际特种兵比武的“入场券”。  李闯指导狙击训练。 江腾 摄经过几个月的备战 ，2017年5月，李闯带队出国参赛，与来自12个国家 的32支代表队展开激烈角逐 。初到他国 ，除了美不胜收 的异域风景 ，更有对环境 的陌生 。“参加国际级别的比武竞赛 ，面对12个国家、32支代表队 ，我们就像是初来乍到 的牛犊，”李闯回忆说 ，“可是我们同样有‘初生牛犊不怕虎’的那股敢打敢拼的劲头 。” 小组赛第一个科目 是“背水一战” 。前一天晚上 ，李闯拿到比武规则后，就与带队人和翻译官共同研究分析。比武科目刚开始，一切都很顺利 ，然而化学桶在距离终点100米处滑落在地 ，被扣了分 。第一个项目结束时，队员们都累得瘫倒在地 。李闯一边鼓励大家“别灰心 ，上午丢掉 的，下午夺回来”，一边反复研究调整战术和人员分工。 下午 的科目是“死亡奔跑” ，李闯反复预测各种突发情况 ，如何采取相应对策，然后将心得分享给大家 。队员们翻越高斜墙、攀大绳 、爬网墙 、钻泥水低桩网 、穿Z形水沟……“第一名” 的成绩一宣布 ，队员们拥抱在了一起。在高手云集的赛场上 ，中方参赛队最终取得了三个科目第一、一个第二 、一个第三，一举斩获总冠军。 回国后 ，李闯和战友们又马上投入到新的备战集训中。 “这次国际特种兵比武给了我们许多启迪，让我们看到了自身 的许多问题 ，打铁要趁热 。”无论 是高温酷暑还是暴雨滂沱 ，李闯每天都进行着超越身体极限的高强度训练 ，将在国际比武中 的所思所想融入每天的训练中，以严于实战 的标准要求自己 。(完)
